French Protectorate.
If France desires to impose on China the pretension of a protectorate over Catholic Missions, and native Christians, force must be used, and much force, as China will resist strenuously.
If France vetoes the removal of Rehtang, China will take the matter in her own hands, and as compensation has been offered and accepted, China will exercise her sovereign will.
Peking is not extra-territorial. Neither the Pope nor China will accept the Abbe Faurie recommended by France as suitable for Apostolical Delegate.
